Bush knows exactly where he is and that's just how he likes it. The longer he isn't "found', the better to keep Americans afraid.
There are much bigger and badder wolves out there, and they're so close to home it's best to divert the eye.
Bin Laden will be killed just before Bush leaves office. There will be some dramatic capture/kill sequence. Military careers will be made and Bush will leave office a hero in his own mind.
What happens when the real wolves start to do more than howl?

He and his administration really dropped the ball on that one...they knew where he was in the days and months following 9/11, but the military was not given the go ahead until it was to late to take his A** out.
