Damn, it's you. If I stay long enough, we may even see Chavez here. Bush on the other hand, is probably too dumb to use this forum.
By the way, to believe in that statement, I would say 50%. Because you do have a lot more resources. Besides, Nuclear isn't the cleanest power method.
You should learn from Fidel. He is pushing for total renewable energy in Cuba. Now that's something.

If you want to develop nulcear power, that's fine. If you've got nothing to hide and you have no intention of ever making nuclear weapons, then why do you refuse to cooperate with the international community and allow inspections of your development facilities?
If you're open and forthcoming, we'll be able to believe you. Otherwise, good luck to you. More sanctions are probably on the horizon for you...
