Spray it with a lot of silicone lube (not WD 40 which kills rubber). Then get your fingers it there and wiggle and push until it gives .Try to let the lube do the work, the less force you use, the less likely it is you'll damage something. You will have to open and clean the carb after 2 years of sitting.
