Meritocracy. To become part of the government you have to earn that right and be qualified to do the job. Democracy, whilst a nice idea merely allows those who are good demagogues (public speakers), media spinners and the rich and powerfully connected to thrive rather than those with the skills for the job. This word is bandied about a lot as referring to the US, however so is the word democracy, doesn't make it true.
Add in
A bit of Anarcho-syndicalism
Green sustainable economics mixed in with some of the ethical investment and micro-investments seen in Islamic banking
Compulsory govt service a la Heinlein's Starship Troopers (the book not the film) though not military service.
Total secularism in government and law making though allow all to believe what they wish.
I know some of these ideas are at odds with each other perhaps, but its a utopian ideal question, and elements of each would make up the whole.
Thats a start for me, big question though, and quite a good one, got me thinking.

it's china.know why?have you ever heard of terrorism in china,civil war i china or any other political problem in china.although it has the world's highest population in the world still the as the country respect for sociolism they never try on birth controlling and it is a nation that really warries about there citizens and also it is a fast developing NIC country .they also never try to dominate other countries and never disturb on other's development.so i think china in the best.

One where the elected officials listened to the will of their constituents and not their parties or special interests that donate to the national party.
Our elected officials obey the will of the national party and corporate sponsors and forget about the people who actuall sent them to represent their will.

A Government that contains no Scottish politicians
People who actually care about the country they represent and less about their own vanities.
A government that bans all silly titles such as Lord,Dame,Highness and so forth.Let,s all grow up.
