The best illustration of this is in Oliver Twist by Charles Dickens. Dickens was a great advocate of prison reform. There is a book called "How Dickens deals with crime in Oliver Twist".

Sorry I can't remember the author now but you should be able to get a copy from the library, it is a fascinating read.

My g/f of the time had to write an essay on this very subject for uni and I helped her with it.

I was going to suggest the same book, Oliver Twist is an excellent example of how victorians viewed criminals. You just need to type in victorian authors into a web search and you'll be unindated. Remember Victorians had strict values and criminals would of been portrayed as very scary people to deter people and frighten society against them.
