OK, fun one -- I found there is a thing called a fugaboo stroller, for kids, but I don't think that is what was meant -- lol!

Additionally, found this stuff -- at least you can see where it comes from, if not the actual meaning.

We use this phrase in my family a lot it usually means that the person thinks that you are teasing them or playfully lying
