Cheaper drugs doesn't mean more addicts, necessarily. The decrease in price could mean a decrease in demand for the dope. Decreased price could also stem from increased efficiency in production of the dope.
As long as demand for dope is low, the price will decrease.
When there is improvement in dope production, the price will also decrease.
Because dope is illegal there are no correct estimates as to consumption.
However, the technological advancements in dope production could improve the buzz in the cheaper dope. Therefore, cheaper drugs could have an enhanced buzz.

Walmart does not sell " dope "..
Drugs are a major issue in society, especially in youth.
It doesn't matter what the price is, Addicts and users will still find a way..
Well that " buzz " is not good for you, people suffer anxiety, heart attacks, seizure etc etc.. from that so called " buzz"

Some of us with real medical conditions are happy about all the new generic drugs they are coming out with. Unfortunately I have to take meds (very expensive) to function...not to get a buzz.

I don't understand your question. Are you arguing that less expensive pharmaceutical products & prescription drugs, so critical, especially, for the elderly, would be, somehow, bad and evil?
