Destigmatization is changing the culture so that what was previously stigmatised no longer is. For example, 50 years ago in Britain, being pregnant when unmarried was stigmatized, now it isn't.

Stigma management is strategy/ies for coping with stigma that exists. For example, people in society in general may stigmatise someone with Down's Syndrome as 'thick', 'not all there' or 'loony'. Measures of 'stigma management' might include policies such as providing (as an act of social policy) support groups of Down's people, or enabling them to live in group homes where they are actively accepted, and counselling where the counsellor accepts them and facilitates them to accept themselves.

Stigma management is merely maintain how you feel about a particular stigma you might have, or making sure it doesn't become more encompassing than it already is, and destigmatization is getting rid of the stigma alltogether.
