Say for example I have two web pages:

1. One called, "Art Graphics Directory."
the keywords would be: art, art graphics and arts directory.

2. Another page called, "Art Graphics Articles:"
keywords would be: art graphics and arts graphics articles.

both pages could show up under the keyword phrase, art graphics or even art.

This okay?

Yes - for your important keyword it is sometimes a good idea to have more then one page that can rank well. It gives you an opportunity to have your site appear twice when those keywords are entered.

No, it is not okay. Your keywords are way too broad for your site, and unless your link popularity number is already really high, your site will likely NOT appear in Google or other search engines for these broad, irrelevant words...

Make sure your keywords appear not only in your META title, META description, META keywords tag as well as placing them throughout your content on each page. Also be sure to place your keywords on many pages within your website, for search engine visibility.

Also, if you are looking to search for more targeted keyword phrases, like art _____________ or graphic arts directory or art graphic directory, look at http://inventory.overture.com/d/searchinventory/suggestion/ and search for different words that people are already searching for.

Makes sense?

I totally agree with SearchCircus...to rank for those broad queries your site is going to need a bunch of well trusted links.

Sure multiple pages can target slightly different and related phrases, and after they rank it may make sense to even make a few more pages around similar topics, but if your site is brand new you are going to have to look at coming up with ways for people to want to link at your site if you want to get found for anything near as broad as the keywords you mentioned.
