The Riddler barely beat out the Joker, but not by much. Both are completely insane, which makes for a difficult adversary, but the Riddler had je ne sais qua. Perhaps it's because he's so witty and he liked toying with people's minds.

First off I hope you are asking about the super great campy ole TV series. Riddle me this....... A guy in a tight fitting green bodysuit covered in ????? marks. What is greater than that? A guy in a purple suit not freaky, little guy in a tux not scary, weird two faced dude in a weird double suit who looks like he escaped from a rave neat but not villain material. Guy wearing a fishbowl on his head with a cold squirt gun ....what ever. But a green tights that gives you riddles to solve that is a SUPER VILLAIN!!!

I really liked Poison Ivy and Mr. Freeze. My favorite movie in the series is Batman and Robin.

Bane. Not only was he braun, but he was also a fairly intelligent man.
According to a book that I read, Bane actually was able to temporarily dispose of Batman. Bruce than had to find a replacement for Batman while he recovered.

If your basing it on performances in the movies then the Joker played by Jack Nicholson was the best by far! The worst was Arnold as Mr. Freeze. Could have done without that movie!

If you are pertaining to the old Batman show my favorite villian has to be no other than Tut. I can't remember the dude who played Tut but he was my favorite. If you are pertaining to the new Batman movie, then my favorite villian has to be the Joker played by Jim Carrey.

In the old 60s TV show, I loved The Riddler.
New films I would say The Joker.
Though Cat Woman had a cool outfit.

Jack Nicholson's Joker was classic.
Danny De Vito's Penguin was very good. Tim Burton's Batman was very dark and violent.
