Firstly, clean and flush out the urinal well - I would use an acid based product such as "Santeen". Then, use a commercial lime scale remover to thoroughly remove all remaining residue.
Then, on a regular basis, treat the urinal with "Bio Clean" which is a bacteria based treatment - use according to directions (mix with water, etc.)
This has worked for me in several restaraunts that I have run.

1. Make sure you don't have a lead in the U-bend. Virtually every flushing toilet ever made, with the exception of one of the first models, has a U-bend where a small amount of water is stored after the flushing. It prevents gasses and such from getting back up through the pipes and stinking up the bathroom. If you have a leak there, and the water is leaking out, sewer smells will just waft back up.
2. Make sure you don't have a leak right under the urinal and something is leaking onto the wall where you may not think to clean or notice.
3. Try using this stuff called Approach. I use it in my bathroom all the time and it always does the trick. Spray it in the air, in the urinal, you can even pour it down the pipe a little if you want. It is the best at eliminating odors. If you spray everywhere thoroughly and a few hours later the odor returns, check the pipes. Option 1 is probably happening, or something similar to it.

Maybe it is not the urinal itself but the pipes connecting it. Try cleaning around the back and recaulking. You may have a leak under the urinal in which case a plumber would be needed to replace parts. What an awful thing for your church. I have sympathy for this because our church had a similar problem. They had to get a plumber.

they sell urinal cakes at places that might help with some of the smell but you need to find the smell and kill it first rather than just covering up the smell. someone may not be hiting it and might be urinating else where. Give it a good scrub with some toilet bowl cleaner diluted with water. use gloves.

Try a little bit of toilet bowl cleaner and add water right to the top of urinal. Let them sit for 15 mins. or so. Rinse well...

This sounds weird but I guarantee it will work. Go buy the product 'Urine Gone'. You can get it lots of places including online and I think Wal-Mart. Spray and let dry and urine smells are gone. It is marketed for pet smells, but it works on any urine smell.

most smells from urinals or w/c comes from lime scale ,use heavy duty lime scale remover ,not from shop , but plumbers merchants!
also check floor area, as men don't aim very well!
