First a geographic survey is done to prove that the surrounding landscape can support the construction of a dam, and hold the water that will be retained. The next step is to redirect the water to be dammed using a coffer dam system, which is essentially large pipes that re direct the flow of the river around the construction area of the cam. Next comes the actual construction of the dam, usually preceded by the construction pf the hydro electric plant(if that is in the design.) After the damn is complete, and passes inspection, the coffer dam system is shut down, allowing the natural flow of the river to return to its original path, thus creating a man made lake/reservoir. If a hydro electric power plant is part of the design, it is at that point that the water can be channeled through the turbine generators.
