I was once in your shoes and I feared for my safety because my family name is very distinct and somewhat difficult to understand on the phone. Strike an agreement with your manager. In the interest of protecting you personal safety devise a pseudonym (remember Art Vandalay?). It will clearly identify you as the appropriate clerk but conceal your true identity from disgruntled freaks out on the lose. Some people just don't understand that we don't make the rules, we're just the pee-ons who enforce them.

Your a public servant, working for the civil service. Why exactly would you feel the need to withhold it unless the advice or attitude you are giving would warrant them reporting you to your Superior's. Otherwise it probably means if they want to contact somebody concerning a previous problem they have you as a reference point that's all. Chill out and take a bit of responsibility for your actions.

Why wouldn't you? give your name, that is. The only people who do not give you their name (whole name, first and last), are those who have something to hide. That they do not want anybody to "find them".
If you have a Govt job, I say step up to the plate.

Simply rovide your first name and a operator or employee number. If this person wants more info,refer them to your supervisor. Just make sure you know what they want this for.

You might try giving your first name and a badge number rather than your last name if you don't want a certain person to know your complete name.
