I think it is Tim Blake Nelson:

After winning audiences' affection in "O Brother," Nelson continued to essay a series of offbeat characters in both high- and low-profile films, including independent director Finn Taylor's quirky "Cherish" (2002), Miguel Arteta's sensitive "The Good Girl" (2002) and Steven Spielberg's sci-fi opus "Minority Report" (2002). But Nelson also effectively switched gears as a filmmaker, adapting his own play and directing the film version of the haunting Holocaust drama "The Grey Zone" (2002). Nelson also had an entertaining turn as Dr. Pendanski in the crowd-pleasing adaptation of the popular youth novel "Holes" (2003) and played the scuzzy small-time drug dealer/thief Billy Deverell, owner of the home on Los Angeles' Wonderland Avenue where porn legend John Holmes was allegedly involved in the murder of four people (including Deverell) in the dizzying but unsatisfying "Wonderland" (2003). The actor kept busy with supporting turns in the comedies "Scooby Doo 2," "The Last Shot" and "Meet the Fockers" in 2004, while the following year offered more supporting roles: as one of the polio-afflicted Franklin Delano Roosevelt's inner circle in the fine HBO telepic "Warm Springs," as a kind but troubled trailer dweller in director Tim Daly's telepic "Bereft" and in the Jeff Bridges-starrer "The Moguls." Nelson then delivered a fiery, highly effective performance in a small but pivotal role as a corrupt Beltway insider in the political potboiler "Syriana" (2005).
