With gay guys, there are people who are solely "tops" (givers), people who are solely "bottoms" (takers) but just as common, if not more so, there is the switch who enjoys either role. It's not set in stone that Guy 1 always has to be in the dominant role, just like emotionally there are both dominant and submissive types in all forms of affection.
It entirely depends on the situation, the people involved and the way the relationship develops.
As someone above said, it's not always about penetration either. Different people have different comfort zones, just like in any other relationship and sometimes people just don't want to go for the full thing. Using touch, taste and even just comfort can be as wonderful an experience as any other for a meber of either sex.

It depends on the couple. Not every Gay couple does what you think they do. Some just cuddle. Others go for full-blown sex. Some trade positions. It's no different than with a straight couple.
I have known of a number of older Gay couples where one or both were veterans injured during service to their country, and couldn't perform sexually, but still "made love" because their love didn't center around the sex act.

actually, I have a host of "lady friends" which are gay men that carry themselves as women. And what i've learned is that there are "bottoms & tops" I think you can figure it out from there.
Usually one is more aggressive than the other and they dont switch roles
