the chair? and what is the best way to keep order during council meeting?

The chair may have the one that is out of order removed from the room, that is how and they loose what ever it was they were supporting. Ethics and integrity is part of the game.

First have an agenda (With topics that fill the period designated for the meeting, subtracting 15 mins).
Pre-meeting discuss with the individuals their concerns regarding any topic on the agenda, no more than 10 minutes.

In the agenda put a time limit for each topic. If it extends, continue the topic at the end of the meeting, saying: Lets retake this topic later.

If they have fields in which they are better or responsible for when the topic is on its turn, that's they turn to speak fully 1/5 of the discussion time limit.

Never speak over another person, but at the moment they pause, retake the meeting.

Just discuss the thing in the agenda... For additional things make another meeting, remember time is money. And remember the stupid scream, the intelligent give opinions and the genious stay shut.

Roberts Rules of Order.

If somone speaks without being recognized, the chair simply 'silences' or 'shushes' them (whatever you want to call it) and the person is ignored until recognized.

Establish the boundaries. Bang your gavel and politely remind the speaker that proceedures require that they wait to be recognized by the chair prior to speaking.

before the meeting nicely but firmly let everyone no the rules and if anyone speaks out of line or disrupts in anyway theyll be asked to leave and do it too thatll show them that u mean business and theyd better start respecting your authoitie

The Chair simply has to be aggressive and interrupt the one speaking out of turn and point out that he or she IS speaking out of turn, then return the floor to the person who was speaking.
