There most likely an adult literacy program in your area. Was a tutor, and if he truly will make the effort they should be able to help. The program believe most follow is not that hard. They will screen him to see if he can benefit from it. This is usually free and 100% confidential. Look in your phone book under literacy. Your grandson is still entitled to free public education, so you can also call your school district and ask for help. Under the law they must provide him educational help,

How did he get to the age of 19 without any schooling? Do you live in a cave? Where have you been? If he can barely read (as compared to verily), then he should have a book in front of him at least 4 hrs a day, to get up to speed. Once he's able to read, then boot his butt to the curb, or to the nearest military recruiter.

I think you should try to get in touch with the local authorities , probably they have an open school network , I am sure this woudl help.

at 19 it may be too late, is there a department of education in your state? if so call them and see if he qualifies for help.
