Arthur Balfour wrote the Balfour Declaration, which promised to create a Jewish homeland. This document created tensions leading up to World War I, and later served as a basis for the foundation of Israel.

Arthur Balfour was a British government minister during WW1 and in 1917 he stupidly offered jews a homeland in Palestine in return for financial help to finance the war.
The problem was that he didn't own Palestine. He was giving away other peoples property.
