I have leased retail space and when we occupied it there were no running watter, no bathrooms even built, and no electric available. Now the landlord is trying to file a law suite against me for 6,000 worth of things thaty were not in our agreement. I am looking for any help finding laws that exist against leasing space to a tenent with out that space being up to code!

This is a case of a really dumb tenant (you) who, probably, will get stuck because the leaser was smart, and definitely without any moral values.

I don't know about St. Louis, but the norm is: any space can be rented with or without any amenities. The user is responsible for ascertaining that the space is suitable for his/her purposes. If not then upgrades need to be established as to who pays AND what, if any, things need to be done when the tenant vacates. Technically, though I can not imagine it being done, the leaser could make the tenant return the structure to the condition it was in when it was leased.

It sounds like you went into this with very little knowledge and even less forethought. I sincerely wish you good luck, but you will survive and, I'm sure, learn from this lesson.
