Garay is a surname that originates from a few different countries, I'd suggest talking to your grandparents about where you're ancestors are from so that you can look up the meaning of the surname according to the country in which yours originates.

I read it means Height or Peak. My fathers mothers maiden is Garay. It is very rare, havent met another Garay yet!
