it's clothes[comes first].
then shoes[comes second].
finally ti's hair[comes in third].
because clothes are one of the main human need.if you walk on the street without clothes and naked everyone will definitely look at you but it will not be either a pleasant or a respectable look.some will look at you with lust some in disgust and anger.so i think clothes are the most important out of these three choices.
shoes come next.it will give you protection.but i also must tell this that through a person's hair it gives an idea about the person an also a pleasant attitude.so i think shoes and hair are both important after the clothes.
