Same reason Pluto (mickey mouse's dog) did not have one. It is very rare to find a perverted, sick minded cartoonist parading around.
Though I will say that if you watch an original copy of the full length "The Little Mermaid" film, while Ursela (in human form) is going over her marital vows with Prince Eric, the Preist gets a breif hard on.

Usually cartoon characters don't, because they are aimed at kids, and usually dont have clothes on. Even if it were an adult cartoon (Brian on the Family Guy), you cant show genitals, just like you cant show them on humans.

Kids Show. They can't show that on kid shows...Think about Bugs Bunny and Tom & Jerry. They were drawn the same way.
