Do light exercises to increase appetite, take plenty of juices and milk (Keep difference between them) and do consult a good doctor. I am sure you will definitely improve. Having a good complexion involves mutliple steps, so I'll give you some basics. But, I'd also advise you to visit a cosmetics counter-- they give lots of free advice. Just don't feel pressured to buy anything!
First, cleansing is important. In order to have a good complexion, you must regularly remove oil and dead skin from your skin's surface. I recommend a foaming-type cleanser-- they usually are the most gentle. Try one for combination skin (you know-- parts are oily and parts are dry) since that's the most common skin type. You should wash your face in the morning and again before bed. If you wear makeup, you'll need to remove that at night as well. Sleeping in makeup makes you complexion really dull.
Second, you need to exfoliate your skin once or twice a week. I recommend something inexpensive like St. Ive's apricot scrub for a start, since they are all basically the same product-- a grainy item (like seeds or sand) suspended in a lotion) or even using a mixture of cornmeal and egg whites. Scrub your face with the exfoliator in circles, and then wash your face with your cleanser.
Third, you need to use a facial lotion. Not a hand or body lotion, but one designed for your face. They can be pretty expensive, but I'd start with an inexpensive one like Neutrogena lotion. Always put lotion on your face after you wash it-- twice a day. You can also get special lotions to put on at night only if you have dry skin on your face.
Fourth-- use a mud mask every two weeks or so. You can buy the individual packets for about 99 cents. This helps to deep clean your face.

Exfoliate with a good scrub. Do not use that St. Ives Apricot Scrub, it will mess your face up more! (trust me).
Also, I rub gel from an Aloe Vera plant on my face, day and night, and it works wonders. My skin is brighter, and I even think it may do some exfoliating itself. Plus, it's ALL natural. At least try it for a week and see what happens.

A face scrub helps to remove dead skin cells. Try it. That is probably why your skin might be looking dull. You can consult with someone at a cosmetics counter. Maybe your skin is dry also and you need moisturizer. In that case, find out which one is good for your skin type. Olay has a daily facial with cleanser, toner, scrub etc. in one.

Get a facial.
Then try to get one at least every 2 months.....drink plenty of water....no smoking...very little drinking....plenty of rest....humidifier in your bedroom....exfoliate your skin at least once a week.
