I don't know whether you consider hydrogen to be a metal or not, but it belongs to the alkali metals group and it's sure insulating. However, I think "metals" are defined to be those substances that show metallic bonding, i.e. their valence electrons form a fluid cloud surrounding the rigid structure of metal ions. This cloud is what permits conduction. In this definition, all metals are conductors.
On the other hand, not all conductors are metals. For example, salt water, ionized gases and graphite are conductors, but not metals.

Hi. Silicon and Germanium are two of the most useful. Your question seems to ask what other materials conduct. Some plastics can. Wood is a conductor at high enough voltage. Carbon is also used as a conductor.

I dont know of any metals.
Silicon can be both. Thats how we got semi conductors and all this electronic revloution.
