Place stainless steel in a dishwasher and it comes out shining bright. If you do not own one hopefully a friend does. However if there is external decoration to the hip flask your options are limited.

on stainless steel, I have always used bacon soda and water. mix it 3 to 1. put it in a bowl, pan or whatever is big enough to let it soak in the solution for about 10 minutes then rinse with warm water. if this does not work, you can also use oxy clean. mix as directed in the sink and let it soak. wash as normal.

I have had to do this.
Crush up an Efferdent tablet - put in flask - fill with warm water - let it soak - then wash it.
Do not put cap on because the Efferdent is fizzy.

I would fill it with boiling water from the kettle (careful!) then squeeze some washing up liquid in it and let it soak. Give it a good shake before you empty it out and rinse well.
