Yes it is and it does not require too much rubbing to get conjuntivitis, so be careful.

You shouldn't rub your eyes. After all, your fingers have got all kinds of germs on them, you rub your eyes, they go through the tear duct right to the brain...

Yes. If you rub your eye with sufficient ferocity, you can make your entire head burst into flames. That, I would think, was to much.
