Do you expect your Congressmen to hang out at every port to collect import duties? Do you expect them to go door to door and count the census every ten years? Do you expect them to inspect incoming shipments in person?
The Constitution give the Congress certain powers. It's up to the Congress to decide how best to implement those powers. If that means that they create an organization and delegate the task to it, then Congess DID use its power, and is continuing to use its power, though their empowered organization.
I mean, the CFO of General Electric is responsible for the company's finances. That doesn't mean he counts all the receipts himself.

It does not; and Congress cannot delegate its powers, but it can, through legislation, create offices and officers who can establish rules and regulations within the limits that Congress sets under Art III, Sec 8, last pgh, the "necessary and proper" clause.
