Most birds that don't live on the ground (meaning that don't need to be up immediately running for their lives from predators) are born with their eyes closed and it takes a few days till they have good vision. Pigeons are certainly in that high nest category and are born that way.

Young pigeons, or “squabs,” were born naked and blind. They ate a substance produced by the females called “pigeon milk,” which was white in color and fed to them through the beak. The squabs soon developed yellow down and opened their eyes.

You know I could really care less if they are or not! Because those nasty a*s birds are always sh/ting on my car or they're droppings are all over the parks and benches. They're parasites just like rodents! And although I feel that they are God's creatures and I do mean CREATURES, I pretty much feel that the world could have done without them.
