It must be a older car, you should pump the gas pedal twice before starting to set the choke, if that doesn't work pump it 5 to 10 more and hold it to the floor, If that works, your choke needs adjusting.

If you've already had your battery tested, it could be a matter of the cranking amps not being sufficient for the vehicle. I had this problem once, and unfortunately, had to buy a replacement for a battery that still had sufficient juice. But sometimes, if you go to a small shop, they will offer to purchase the used battery, and although they don't pay much, it's at least better than paying for the "disposal" of a battery when nothing is wrong with it.

There are two main things that can improve your ability to start you car in the winter.

1. Make sure that your battery is holding good charge. If not get a new one

2. Check the weight of your motor oil. During summer months you generally use a heavier weight motor oil. So, for winter months switch to a lighter weight oil. Your car will start easier.

1. Is it tuned up?
2. Is all your vacuum lines in good shape?
3. If fuel injected, are they clean?
4. Is your air filter new?
5. If carburated, is the choke set up and working properly?
6. Big one-have you changed all fuel filters?
