You will not be able to stop her from doing this..Egads...don't we all love teenagers...LOL. On the other hand, I do not allow my children to have a mobile phone with subscription services. Rather I gave them prepay, and like with anything else, gone is gone. Works wonders!

Do what I did with my son. Hand her the bill for all the downloads and ask for the money. If she does not have it, she gets the honor of working it off with a list of chores at 10 cents apiece until it is paid. At the point she gets the phone back but not until. It won't take too many times of doing that to teach her to be more responsible with her phone. And that should be your goal, not to punish her, but to help her develop repsonsibility in that area.

take away the phone - tell her NO - don't pay for her phone

Take the phone place it behind the tire of your car and then back up the car.
That should pretty much work.
