And why don't YOU understand that you cannot tell the difference between weapons-grade enrichment and fuel-grade enrichment from outside the facility. We cannot tell, without inspection, which is being done. And the Iranians will not let the UN IAEC inspect the facility.

Because you still need the Enriched Uranium. That kind of grade of Uranium can easily be used for something like a bomb once it is sufficiently enriched.

Well the Russians offered "fuel" grade uranium in lieu of them enriching it on their own. They refused. Why would they refuse? It was to be given to them. The Russians offered to build the necessary reactors and such.
The Iranians weren't buying it. They want to counter Israel's arsenal, plain and simple.

That would require education and research on their behalf, so I'm guessing they themselves don't know the difference.
