I detetct improper installation or an incomplete inatallation, anyway the only way you can remove it is by registry editor...

Click start - then click run
@ the run box type "regedit"
the registry editor will appear then click edit
click find and at the find box "psapi.dll"
registry editor will search and if ever a string appears just click it to highlight and press del key
do the search process until no psapi.dll can be searched in the registry editor..

Sounds like something did install correctly on the PC. Start by searching for the file in the message, psapi.dll. Its location may give you a clue what program is trying to load the file. Then try uninstalling and reinstalling that program. (If it is IE, go to the Control panel and Add/remove program. Click on IE and go a repair)

Also try looking in the msconfig startup
Click on Start and select Run
Type in: msconfig
In the windows that appears click on the startup tab
You will see a listing of all the programs being loaded when you turn on the computer. Unchecking any of those programs will keep them from loading.
Go through and uncheck, reboot and recheck until you find the one that controls the program causing the error. Using the information (file name and directory) you should be able to track it back to the program causing the error. Again uninstall and reinstall (or repair) the program.

Removing psapi.dll from the registry is not the best idea. If the file is needed for a Windows component and you do like the first posting, and remove it, you could corrupt the Windows install and prevent your PC from booting. Do a search for a free "registry cleaner" and run it. If the psapi.dll are not needed, the cleaner will remove them without the danger of crashing the PC. (Good idea to clean the references. Not the best idea to do it manually)

Hope that helps.

Before you try to edit the registry. I would like to say that editing the registry is a dangerous task as it could make the system unstable & crassh often if something goe wrong. Hence backup the registry before editing it.
Why not try instaling Firefox? As most virus spread through the internet, using firefox will reduce the risk of your pc getting viruses, trojans, etc. Firefox can found at http://www.mozilla.com/firefox/ . It has lot great features, in addition to being a good web browser.
