Sexual harassment is unwanted intimate attention or conversation endured AFTER requesting that the attention stops.
People get hit on all the time, even in the work place. While it's unappropriate, unless it's specifically expressed in a code of conduct (and even then, the only punishment is terminating your position), it's not illegal. It's only when you inform the person that the attention is unwanted and you ask them to stop, and they don't, that you can claim sexual harassment and press charges. The key word- as in a rape- is no. You have to actually say, "no" or "stop", and show that you do not want the attention you're getting. If you don't, you're showing that you accept it. If it's a case where you claim you were afraid to say no or stop, you MAY still be able to claim sexual harassment but that can sometimes be hard to prove depending on the character and reputation of the person making the accusation.

legally, its anything that makes a person uncomfortable. to me, it would be any type of unwarranted touching in a private area, or behvaior that has been already been known to be unwanted. as in, if someone were to continually ask someone for a kiss, touching, or a sex act, even after that person has been told not to make those comments again. OR, if a person talks about those things in front of someone who they know doesnt want to hear anything about it.
almost anything can be deemed sexual harassment, but i can understand someone asking someone for a date, or just being flirtatious. i think that flirty behavior is ok, until its been made clear that it needs to stop. if a person persists after that, i think it can be deemed as harassment.

i would say it starts with heavy flirting ( showing skin, asking for "favors", talking for no reason about sex)
