You can try to use a recovery program, although none of them guarantees your file will be recovered or will be unaltered.
I use "Lost and Found" program to recover any accidentaly deleted file on my computer. Sometimes it works, sometimes it doesn't... Depending on how much you have used the hard drive after you deleted the file.
So, my advise is to shut down the computer, go to another computer with Internet access and download "Lost and Found". It has a very good help section which will guide you better than I would here.

You cant. The recycle bin is there for restoring deleted files. You should check the contents before emptying it.

thier program that they do that thing u must find programor or if u want i will sent to u one in that program u can restore wht uwant even that u deleted
