If they give you directions how to apply, follow what they say. Otherwise they may think you cannot.
If they do not give directions:

Post your resume on Monster.com, review jobs on all job sites, such as Monster.com and follow the instructions from the various employers. Most want you to email a resume. Also call a few temp to perm agencies in your area and send them your resume as well. Check on-line job searches of your local newspapers as well.
No point in wasting time and gas to hand deliver a resume unless the company has an application you can fill out while you are there. If you do fill out an application, attach your resume to it.
Job hunting is a hard job in itself. Don't make it more difficult or waste your time on dead ends.

It makes no difference, really. It the posting you are responding to identifies the company and person who will receive you resume, you could, but if you dig that information up yourself it will not be appreciated.
You should also note that the final recipient of the resume will not come to get it from you. You will be leaving it with the receptionist who probably will not remember your name or face to the extent that they would relay any information to the person in charge, and your resume will still end up in a pile with the others.
The most impressive thing about a resume is not its delivery. It's the content and readability, printed out on good white or beige paper.

Lots of companies allow or even prefer that you e-mail your resume to them. When I was looking for a job last year, I splurged and had my resume professionally rewritten. I really made a big difference. I got lots more responses that way. Also, have you tried posting your resume on Monster.com, Careerbuilder, or Hotjobs? Those sites also really help. Good luck.

i went to kinkos for a few days and just started faxing my resume to every company i seen in the newspaper. it got me a lot of calls back and a good job.

Make sure that you call first if you want to drop it off. perhaps you can schedule an interview when you go there. That is the only advantage.
