I think she's just referring to her wishes of blending two musical genres...(IE: I was wish I was a punk rocker with flowers in my hair. In '77 and '69 revolution was in the air. I was born too late, to a world that doesn't care. Oh, I wish I was a punk rocker with flowers in my hair). Got it?
Edit: She gets it wrong with the whole '77 punk rock thing anyway. It started out in '76. The Sex Pistols had their first hit with Anarchy In The UK in December '76.

No. on no account. If i ought to place a classification to myself. I see myself greater of a rocker. song now's greater a style of your classic now, rock n' roll. Odds are that punks then might in simple terms beat the tar out of people who now say their punk.

All artists, whether they are in the music business, painting business, or even writing poetry use something called an "Artistic licence". It means they get away with saying things that maybe don't make perfect sense, but they're fun and they sound different & unusual. I don't know why people are complaining about whether her lyrics are correct or not - it's better than her singing depressing songs, surely?

It's a crap song yeah but I can think of one examaple.
Sioxuse And The Banshees, the girl in that band used to wear a flower in her hair and they were a punk band.

cos 69 was flower power generation hence reference to 69 revolution was in the air and 77 was the punk rocker era hence 77revelution was in the air and she wants to have the best of both the eras
