I have started my own business to provide a unique form of advertising. However, trying to get people to pay for advertising is proving very hard. Unfortunately I don't have a track record to show that my method works yet and wonder how other companies have dealt with this problem.

Network! It'll take a while to build up this sort of business and you need to get in to see the right people. I work with a publishing company and they find it tough selling regular advertising! You'll probably have to do lots and lots ... and lots of free pitching, but if what you're selling is good, people will buy it.

Addition: It's fairly tricky to get on the preferred supplier lists for local government/councils. They have lists of accreditations and working procedure guidelines they like companies to have or follow, respectively.

Start with pro-bono work with the local gov't or city events. They never turn away freebies and it is a great way to get your name in the limelight and at the same time network and make contacts.

you gotta stick at it and convince someone to take a chance. Start with smaller companies and offer to do cut rate work (not low quality!) until you have a satisfied customer or two who will refer you to others or give you a testimonial.
Good Luck!
