1.) Humans have lungs and are incapable of extracting oxygen from water, whereas fish have gills that can.

2.) Humans are much heavier and denser in fish, and hence, are more apt to sink than a fish would.

3.) Fish have an organ called a "swim bladder" that works like ballasts in a submarine. If they want to go up, they pump it full of air. If the want to dive, they force out the air.

Do you see any human beings with gills? Fish are equiped to live in the ocean. We are not. Although it is quite funny and baffling that we cannot breathe or live under water, yet we live inside another human being's body in a sac full of liquid for nine months and do not drown? I do not think weight is an issue here. I have not seen a human being that weighs more than a whale, although I have seen some that certainly look like one, and can probably eat more than one.

Most living creatures on planet earth need oxygen to survive. (Except plants which emit Oxygen after taking in CO2 in sunlight) Humans get the Oxygen directly from the air, the atmosphere.
Fish have gills which help extract oxygen from the water, and hence can breathe underwater, but some mammals like whales, seals, walrus, etc can't, hence they have to come up periodically for air.
Most fish generally die in open air, because they can't get the Oxygen from the air.

Fish has gills and can breath under water. That's why they don't drown. Weight has nothing to do with it, as wales weight much more than us and are swimming freely..
