I am size 2 as well.
If you want to find high heel shoes at that size, you can go to Gina in Bond Street or Sloane Street. I know this can be expensive but they do the small size and they have high heels.
I have bought a pair of high heel shoes size two and they are really beautiful. They are black and easy to wear on evening and when I fancy with a pair of jeans during the day.

I have the same problem, i'm a two and a half.
I have noticed that a lot of shoe shops carry ranges of girls shoes that are so high that they make my eyes water! also there's no tax on kids shoes! avoid clarks because they're proper shoes for kids but everywhere else they seem to have a range of heeled ones.

I wear a size 2 too - it can be really frustrating. I've got a great pair of size 2 manolo blaniks but they were really pricey. Have you tried kurt geiger - not cheap but not silly prices either!
