The easiest way to do this is:
All music format files are recognized by the Windows Media Player that comes with your PC, migrate yours to then new version "11", is free to download at: http://www.microsoft.com/windows/windowsmedia/player/11/using.mspx?locale=c0a&geoid=36&version=11.0.5358.4827&userlocale=140a
This software gives you the option to record file as: Mp3, Mp4, Wav, etc.

yes you can, but you'd be better off doing a google search for that. often, the m4a file has copyright protection embedded in it so part of the conversion involves circumventing that and that in itself brings up legal issues. good luck.
