It just means she doesn't want a committment right now. She just wants to have fun. But, don't worry, if you want something more, don't push. The more fun you have, the more deeper feelings she will start having for you.

Sounds like she wants a "friends with benefits" relationship. She doesn't want to date exclusively, but she still wants the physical with you. Maybe she's trying to string you along as a back up in case she can't find something better.
Whatever her reasons, you need to talk to her about it. She is either dating you, or she isn't. If she just wants to be friends, and you agree, then she needs to stop proclaiming her love and kissing you. If she wants you back, then she needs to say so. The longer you let this go on, the more it will hurt if she starts dating another person. You are also keeping yourself from finding that special someone by staying emotionally involved with her. She needs to pick one or the other. It's that old saying, "She can't have her cake and eat it too."
