actually, no one REALLY knows the answer to this question. Clouds are NOT vapor at all. they are formative droplets condensing around particles of dust. To test that they're not vapor, watch what happens when you boil a pot of water on your stove. the vapor very quickly disseminates and is invisible to your eyes. it is only when the water condenses that it becomes visible again in the form of a cloud or fog. So what is the big problem? here it is:

ONE molecule of H2O weighs 18 atomic units. One molecule of O2 weighs 32 atomic units. HOWEVER, when you consider that two molecules of H2O weigh 36 units, and wrap THOSE around a piece of dust, it very quickly becomes apparent that the condensed water that makes up a cloud is heavier and more dense that the air suspending it. at this point, we expect it to fall.... even if it doesn't.

And so all those types saying God, angels, and strings are probably more accurate than the other answers you've gotten. Well, if you figure out a good explanation for this question, write up a good report and you'll probably manage to pull in a nobel prize.

Because the tiny water droplets are light enough to be lifted by thermal energy (the particles are microscopic and together look like smoke/mist). When many of these tiny microscopic droplets collect together, they form a large water drop which is too heavy to stay up and comes down as rain. They come together when the air pressure changes, forcing them to bind - that's when we get rain!

the water is not condensed like how water in in a pond its spread out, b/c it is vapor
