Try to keep it as short as possible.
Stick to the facts and avoid rambling on about side issues.
Write it down and then read it aloud. Sometimes things sound different when you actually say them.
Try it out on somebody whose judgement/honesty you can trust in.
Try to memorize your main points and avoid reading from a script, you don't want to sound as if you're just quoting something that you learnt off by heart, or as if you don't know what you're on about.
Most people find it hard to speak in front of a crowd, some speakers concentrate on one or two people in the audience, others try to look at a point just above the audience's heads.
That's all the good avice I can give you. Good luck!

Put a funny into your speech like I've been wanting to get involved in the student counsel for a while, and kept it tight lipped. Now I realise that was my problem?

I wish when I was young that I had taken a Dale Carnegie class on public speaking and human relations skills. But as far as the student council is concerned, be a politician and promise to do whatever the student body wants you to do and when you get in do your best to live up to your promises. Good luck!

More important than what you say is how you say it. Use your hands to make open palm gestures towards your audience palm up, every now and then. Sweep your head slowly around as you speak and make momentary eye contact. Have a smile in your voice as you talk, it makes you sound more sincere.
Tell them you are not perfect; you are just an ordinary student who knows how to listen and who thinks that they( meaning you) are a fair judge of what is needed and being said)
Oh and good luck!

Practice what you are going to say so you know it off by heart, byut have your notes in front of you just incase, make sure there is a glass of water near you so you can have a drink every so often. Research what yopu are going to say so it bodes well with the voters. Then says it as you mean it. Good Luck!

Just be confident in what you want to say. Public speaking is so much easier if you know what you are talking about. I am about to start my second year at uni and presentations and public speaking is now becoming much easier for me!
good luck
