I strongly disagree with the choices listed.
Choice B) and C) make absolutely no sense,
"[...] is a 'state' made up of [...]" - no, that word isn't even used correctly in this context
"[...] is a 'neutron' made up of [...]" - no, obviously it not just a neutron if it is made up of several elements
The only answer that comes close to being correct is choice A), but following the exact wording of the question, even this is wrong.
At standard temperature and pressure (STP) Sodium Hydroxide is a SOLID, not a liquid or gas.
The question does not mention a specific set of conditions, so we can only assume STP or standard conditions.
I think the question is a bit misleading. Although it is true that NaOH is made up of Oxygen and Hydrogen (obviously gasses at STP), I think it tried to wrongfully imply that NaOH is a gas too, when it is not in reality.
Perhaps you left out choice D) which was the 'solid' choice for this reason.
NaOH has a melting point of: 318 degrees C (604 degrees F)
NaOH has a boiling point of: 1390 degrees C (2534 degrees F)
You can see that the temperature at which NaOH boiling into a gas is MUCH higher than room temperature.

sodium hydroxide as an alkali can be in aqueous state or solid state. i am not sure if it is used as a gas because i think its boiling point is quite high... the neutrons are found in the nuclei in atoms of the elements.

I don't see the correct answer.
Sodium Hydroxide is a base....
It is not a gas, state or a neutron.
It's the stuff in Drano that dissolves clogs in your drain.

Hmm, 'a' seems the most logical, if assuming that the temperature it is at is higher than that of the boiling point of NaOH.
Weird question this is though.
NaOH is usually found in pellets (which are hygroscopic), and dissolved in water to give aqueous NaOH.

What is the question ? NaOH , solid , when dissolved in water we get a solution with the concentration we want.
if u talk about neutrons , u then talk about a gaseous state , which needs high temp, and special technology, like in atomic reactors.
