I am not quite certain as to what you are refering to as filters? Are you talking about for example how googles search engine in China filters out information to the people of that country? If thats the question then no you aren't going to be able to break through these so called filters, but you can use other routes to get this information, just not from the google search engine. If you are looking for a more unbiased approach to view the interenet and its contents then perhaps you might want to study how to make spiders, I create my own spiders in perl that search the world wide web for the junk that I am looking for, its a crude approach as my spiders aren't programmed well, but it works well.
