how to conserve less electricity to school hall fans and lights and others...................?

My guess would be to fix light bulbs that uses less electricty in the school hall. Or there can be timers on the fans that allow the school hall fans to be switched off after school hours.

Train and discipline the students to always turn off electric fans and lights when they are not being used in the classrooms.
