yoou need to buy a domain first. that can be around 10 pounds for a couple of years then build you web and buy some web space
check out uk2
there quite cheap on domains and web space. Less than 50 meg is only 60 pounds for 2 years

Normally free if you have broadband from someone. If you don't then it'll cost you about £5-10 a month for the most basic.
Many WYSIWYG programs exist to do basic web pages - try Frontpage or Netscape Composer.

and yes make it dynamic IP site...its important coz u may have diffrent ip's while ya'r hosting it on ya'r comp.

4> Now you must be wandring *how to design webpages* tht for free...so dont ya worry i have extremly good options for you

Depends where you set up a website. There are places that you can set it for free (with adverts likely), or for profressional websites, varies.
It also varies if you use something like FrontPage(Sharepoint Designer 2007 or Frontpage 2003 -)
