what liquid would be able to remove printed ink on plastic?

Acetone is a good choice, but it will often dissolve the plastic too. (Not always).

Try isopropyl alcohol. You may have to rub a little harder, but it will dissolve many inks but rarely attacks plastics.

It depends on the ink. Also be careful that whatever you use does not dissolve the plastic also.

I would probably try the following in order:

1) water
2) isopropyl alcohol
3) denatured alcohol
4) acetone
