Because you feel like that person can hear you or knows what you are doing. But when there is so much going on and alot of noise nobody could point what they smell or hear on any one person. Plus, I don't see how anyone could get comfortable enough to do thier business on a toilet that hundreds of people have sat on doing God knows what.

haha, good question! I think it's because with the hussle and bustle of a busy bathroom, no one can pin the blame on you. You feel guilty when theres one other person and you feel like they can hear you... or are listening which is the same I guess, but so much worse.

With more people there you can pretend it`s someone else. The way to solve this is to always do a courtesy flush.
