For football, I would say the SEC. Like every conference, the SEC has some dog teams (Not Bulldog teams), but the SEC has more legitimate powers than any other conference: Alabama, LSU, Florida, and Tennessee have all won national championships in the past 15 years, while Auburn was hosed out of appearing the BCS championship in 2004. Every year, you have to play at least 4 tough games against tough opponents.
Meanwhile, with all due respect, the Big 10 is basically a two-team conference between Ohio State and Michigan, with Penn State having a good season once in a blue moon. Iowa always looks good on paper, but then does their annual El Foldo.
The Big 12? Texas/Oklahoma now. But even Oklahoma isn't looking that good.
The ACC? This is a conference that needs a fix fast.
Pac 10? The USC conference.
Big East? Okay, you have WVU and Louisville. Probably could make a case for being the third best conference in the country.

1. Big East.......Even the 2nd best team in the conference wiped the floor with Miami, and that was with their RB and QB out. And Nobody will stop WVU this yr, they have the best player in the country....and Rutgers and Pitt are underrated. West Virginia could be the National Champs but Big East do not get the respect they should.
2. Big 10, sorry I know the SEC has soooo many great teams, if the Big 10 had as many schools as the NFL they might be able to say this too....The Great teams in this Conference are a lot better than the ones in the SEC.
3. SEC
4. PAC 10
5. MAC
6. MOUNTAIN WEST
7. CUSA
8. ACC
9. NOTRE DAME
10. BIG 12

As a little background info, I remember when the SEC expanded the number of teams to 12. They were seriously courting Bobby Bowden for FSU to join the SEC. What was Bobby's reply, 'We will join if we don't have to play Bama and Auburn every year.' Of course SEC fans went 'WHAT!.'
LSU has to play Florida, Bama and Auburn every year and then throw in a Tennessee or Georgia. Then you have the title game at year-end. So, it is not unusual for LSU to play four or five teams in the Top Twenty with two or three of them in the Top 10 with many of them on the road in their own conference. That is why SEC teams try to schedule an easy outside opponent schedule. The SEC is the toughest conference to run the table.
As far as college football, no other conference comes close to tough smash-mouth football year-end and year-out.

SEC. This is too obvious of an answer to waste my time including stats you already know.
ACC is a close second with the recent rise in women's basketball and addition of some good football teams.

Its the ACC, in basketball you have DUKE, MARYLAND, AND NORTH CAROLINA, and WAKE FOREST. Other than the Pac-10 the best basketball confrence in the nation. In football its the ACC also, but i am biased because of my clemson tigers.
